Overview and Purpose • The project aims to create an integrated spatial and strategic management plan for Inhambane’s coast and marine waters. • It seeks to harmonize biodiversity protection with sustainable economic activities like fisheries and tourism. • The initiative involves collaboration among African Parks, Conservation International, and Mozambique’s National Conservation Areas Agency (ANAC).

• The region features diverse ecosystems, including dunes, lagoons, mangroves, seagrass beds, coral reefs, and rocky reefs.
• It hosts globally significant species such as manta rays, sharks, sea turtles, dolphins, and whales.
• The area includes Important Marine Mammal Areas and Key Biodiversity Areas, notably the last viable dugong population in East Africa.
• Marine biodiversity supports local livelihoods and offers potential for sustainable growth, but ecosystems face threats from illegal harvesting, overfishing, coastal development, and climate change.
Project Objectives
• Develop a spatial zoning plan balancing conservation, tourism, fishing, and development.
• Align with Mozambique’s national strategies, including expanding marine protected areas and OMECs to meet 30x30 targets.
• Map and validate community-managed and private conservation areas.
• Coordinate parallel studies on community resource management and sustainable financing.
Scope of Work
• Conduct initial planning, data synthesis, and legal review.
• Engage communities, identify resource uses, and assess local governance capacity.
• Develop draft management plans, high-resolution zoning maps, and cost estimates.
• Facilitate community consultations with Free, Prior, and Informed Consent (FPIC).
• Organize validation workshops with government and stakeholders.
Deliverables and Schedule
• Inception report, diagnosis, legal analysis, consultation report, draft plan, and final approval.
• Payment milestones tied to specific deliverables, with a total project duration of approximately 14 months.
• Proposals must include technical and financial components, with team members fluent in Portuguese and experienced in marine spatial planning.
Evaluation and Selection
• The process uses a Quality and Cost-Based Selection (QCBS) method.
• Technical score accounts for consortium experience, methodology, and key personnel.
• Financial proposals are scored inversely to bid price, combined with technical scores for final ranking.
Legal and Contractual Conditions
• Payments are subject to a 20% withholding tax per Mozambican law.
• Dispute resolution through arbitration in Maputo under CACM rules.
• Consultants must declare no conflicts of interest.
Additional Considerations
• Data access should be facilitated through official government channels.
• The project emphasizes stakeholder engagement, including vulnerable groups.
• A technical committee will oversee progress and resolve issues throughout the project.
