The Kavango Zambezi Transfrontier Conservation Area (KAZA TFCA) – spanning parts of Angola, Botswana, Namibia, Zambia, and Zimbabwe – is the world’s largest and most ambitious terrestrial transboundary conservation initiatives. Through the EU NaturAfrica Programme (NAF), we are seeking a visionary and experienced consultant to lead the development of a KAZA Conservation Strategy and Action Plan that will guide inclusive conservation and sustainable development across this globally significant landscape.
This specialist assignment covers the development of the KAZA TFCA Conservation Strategy and Action Plan (SAP) under the NAF programme. The SAP will address the need for a strong planning and management framework for KAZA, to steer inclusive conservation and socio-economic development planning, management and implementation within the broader TFCA landscape. Among others, the Strategy will provide a framework development of integrated Development Plans (IDP) for the areas of the KAZA covered by each of the KAZA States. The process of development of this Strategy will be coordinated by the KAZA TFCA Secretariat, with the technical support of WWF, focused on the five partner states. The approach taken in this regard will be based on the Open Standards for the Practice of Conservation, guided by this specialized strategy-design consultant and supported by WWF in KAZA’s Team.
About the Assignment
This consultancy will support KAZA TFCA’s vision of ecological integrity, biodiversity protection, and community wellbeing by:
• Designing an inclusive Conservation Strategy and Action Plan aligned with the SDGs, Kunming-Montreal Global Biodiversity Framework, and AU Agenda 2063.
• Facilitating a participatory process engaging governments, communities, civil society, and private sector stakeholders across five countries.
• Providing a framework for integrating conservation priorities into subregional Integrated Development Plans (IDPs) combined into a single KAZA-wide Master IDP.
• Building synergies with ongoing initiatives, ensuring gender equity, youth inclusion, and local ownership.
Key Responsibilities
• Conduct a comprehensive situation analysis, including threats, opportunities, and stakeholder mapping building upon other regional initiatives.
• Manage a sub-contracted consultant to assist in data collection and analysis.
• Facilitate regional workshops, focus groups, and consultations to co-create a shared vision, goals, and targets.
• Develop a detailed Monitoring & Evaluation Plan and Communication Strategy.
• Align the Conservation Strategy with KAZA’s Master IDP and national IDPs.

Qualifications & Experience
• Master’s or PhD in Environmental Planning, Conservation, or Natural Resource Management.
• 15+ years in regional transboundary strategic conservation planning and sustainable development.
• Proven expertise in multi-stakeholder engagement and regional policy alignment.
• Strong knowledge and proven experience of KAZA TFCA, SDGs, GBF, AU Agenda 2063, and regional/national green growth strategies.
• Knowledge and practical experience with the Open Standards for the Practice of Conservation, including WWF’s PPMS.
• Strong analytical, project management, and facilitation skills.
• Ability to travel across the KAZA Partner States.
Contract Details
• Duration: 150 days over 3 years (initial 1-year contract with possible extension).
• Location: KAZA TFCA region with multi-country travel.
• Reporting: To WWF in KAZA Lead, in collaboration with the KAZA Secretariat.
