Technical Operations Manager – Zambezi National Park

The Technical Operations Manager role is to train and capacitate four to five senior rangers and wildlife officers on the use of technology to effectively plan and manage anti-poaching operations. The role will use different platforms and data in a multi-phase project to ensure the effective implementation of conservation programs, security protocols, and law enforcement efforts. A strong emphasis will be placed on integrating park SOP’s with the technology and training the teams to implement the programmes
Key Responsibilities
1. Capacity Building
• Oversee the capacitation of anti-poaching senior staff team
• Manage a team of 4-5 senior field park ranger staff to develop their skills in learning SOP’s for the park and integrating these with various forms of technology, refining over time
• Ensure operations room is equipped for digital support and train the team use of the equipment, and various operations.
• Facilitate independent review of senior field park staff team on their capacity and skill development
2. Technology Integration
• Implement and manage digital monitoring systems including SMART (Spatial Monitoring and Reporting Tool), GPS tracking for wildlife and ranger patrol, Earthranger, QGIS, AI Camera Traps and a range of databases.
• Oversee the integration of technology-based tools for anti-poaching intelligence, data collection, and reporting.
• Coordinate with IT specialists to maintain connectivity, data backup systems, and cloud-based reporting tools.
• Train senior support team on data analysis for targeting of APU activities, response and monitoring
• Assist in developing a LoRaWan Network in Phase 2 of project (year 3), and training team on management
3. Law Enforcement Support
• Provide digital communication, logistical and operational support to law enforcement units within the park.
• Collaborate with senior operations room staff to ensure ranger teams are well-equipped, trained, and deployed strategically.
• Support the development and use of Command and Control centers utilizing real-time data feeds from patrols and technology systems.
4. Human Resource & Team Management
• Supervise and support operational staff in operations room and support field ranger personnel.
• Facilitate training and capacity building for team members, especially in the use of new technologies.
• Ensure compliance with health and safety standards across all operations.
• Provide monthly and annual reports on outcomes, impact, challenges, and project implementation in relation to logframe.
5. Infrastructure & Asset Management
• Oversee maintenance and development of park technology operations room, and usage of devices (radios, phones, trackers, etc) throughout the park and manage the assets
• Maintain accurate inventories of assets and ensure proper asset tracking systems are in place.
6. Budget & Financial Oversight
• Ensure implementation and management of the project budget in collaboration with the VFWT finance team.
7. Stakeholder Engagement
• Liaise with government agencies (e.g., ZimParks), ZRP MFFU, donors, and other stakeholders to ensure smooth operational coordination.
• Contribute to periodic donor and stakeholder reporting.
Requirements
Education & Experience
• Bachelor’s degree in Natural Resource Management, Conservation, Logistics, Technology or related field.
• Minimum 5 years of experience in operations, preferably in conservation or protected area management.
• Experience working in remote or rural African settings is highly desirable.
Skills & Competencies
• Strong leadership and people management skills.
• Excellent logistical planning and problem-solving abilities.
• High Proficiency in using operations and monitoring software (e.g., SMART, GIS tools, radio communication systems, Earthranger, databases).
• Strong technical aptitude for deploying and maintaining technology systems.
• High level of integrity, initiative, and resilience.
• Fluency in English; knowledge of local languages an asset.
Preferred Attributes
• Experience working with conservation NGOs
• Knowledge of Zimbabwean environmental and conservation policies.
• Familiarity with Zimparks policies and reporting
