Mozambique Regional Administration of Waters in the South (ARA-Sul); National Administration for Conservation Areas (ANAC) / Limpopo National Park
(1) Assist with the classification of the Massingir dam; (2) Demarcate and map the dam wall protection zones, dam zones, the adjacent Massingir lake zone; (3) Assist in the process of establishing a dam management support committee; (4) Prepare the Master Plan of the Massingir dam; and (5) Prepare and propose a sustainability strategy for the implementation and monitoring of the Dam Master Plan.

The Resilient Waters Programme has agreed to fund the Massingir Resource Use & Zonation Plan, which will be followed by the development of a similar plan for the Corumane Dam (in the Sabie River). The general objective of this initiative is to facilitate stakeholder involvement in the production of  the Massingir Dam Master Plan including a zonation and use plan, classification of the dam and the establishment the Dam Management Support Committee. This process involves stakeholders who are defined as any communities, government institutions and interested parties who would be affected by the classification and management of the Massinger Dam including its downstream area to Xai Xai where the Limpopo meets the Indian Ocean.
