SADC Advances Tourism-Friendly Border Initiative to Transform Visitor Experience Across Southern Africa

The Southern African Development Community (SADC) has taken a significant step towards making travel across Southern Africa more seamless, welcoming and efficient following the successful Joint Consultative Workshop on Tourism-Friendly Border Posts and Customer Service Training for Border Officials, held in Victoria Falls, Zimbabwe, on 28–29 July 2026.

Convened by the SADC Secretariat through the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, with support from the German Government and the European Union (EU), the workshop brought together senior border management officials, tourism authorities and private sector representatives from Angola, Botswana, Namibia, South Africa, Zambia and Zimbabwe. The initiative forms part of the implementation of the SADC Tourism Programme (2020–2030), which seeks to strengthen regional tourism competitiveness through more efficient, secure and visitor-friendly border management.

Recognising that a visitor's first and last impressions of a destination are often shaped at the border, participants examined practical measures to improve traveller experiences while maintaining robust border security. Discussions focused on digital transformation, customer service excellence, infrastructure improvements and greater collaboration among border agencies across the region.

One of the workshop's key outcomes was renewed commitment to developing harmonised SADC Tourism-Friendly Border Post Guidelines, which will establish common service standards aimed at improving efficiency, professionalism and the overall visitor experience at border crossings throughout Southern Africa.

Participants also reviewed progress on regional initiatives including One Stop Border Posts (OSBPs), automation of traveller processing systems and the integration of tourism requirements into the SADC Corridor Transit Management System. These initiatives are expected to reduce processing times, strengthen coordination between agencies and support the region's broader agenda of regional integration.

Beyond technology, delegates acknowledged that infrastructure alone cannot deliver world-class border experiences. The workshop highlighted the equally important role of customer service, professionalism and inter-agency cooperation in creating welcoming gateways to the region.

The second component of the programme delivered the SADC Tourism Customer Service Training Programme for Border Officials, equipping frontline personnel with practical skills in communication, professionalism, empathy and visitor engagement while reinforcing their responsibility to uphold security and regulatory compliance.

The workshop highlighted that border officials are not only guardians of national security they are also ambassadors of our destinations. Every interaction with a traveller shapes perceptions of Southern Africa. By strengthening customer service while modernising border management systems, SADC is creating an environment that supports tourism growth, facilitates regional integration and enhances the competitiveness of the region.

The workshop also reinforced the importance of stronger cooperation among Immigration, Customs, Police, Port Health and tourism authorities, recognising that seamless travel depends on coordinated service delivery across multiple institutions rather than the performance of a single agency.

Participants agreed on several priority actions, including accelerating digitalisation of border processes, strengthening regional information sharing, improving infrastructure and traveller facilities, expanding customer service training for border officials, and finalising the Tourism-Friendly Border Post Guidelines for consideration through SADC's governance structures.

The workshop concluded that creating tourism-friendly borders is fundamental to positioning Southern Africa as a competitive global tourism destination. By combining innovation, regional cooperation and service excellence, SADC aims to deliver safer, faster and more memorable travel experiences that contribute to sustainable tourism growth and economic development across the region.
